Fence Project
Why is there a fence project?
For the last 20 years the various HOA Boards have been budgeting thousands of dollars each year in order to fund the 50% reimbursement policy for homeowners who repair or replace fences that share common area with HOA property. As the fences are now almost 30 years old it became apparent that one by one and sooner rather than later, homeowners were going to have to begin the repair/replacement process. With these facts in mind the current HOA Board appointed members to a fence committee. This committee was assigned the task of looking into the condition of the common area fences and recommending what, if any, actions needed to be taken. Considering the age of the fences, the community’s desire to maintain aesthetics and property values and a little math it became apparent that a project to replace all of the fences at once would allow the HOA and the affected homeowners to take advantage of a large volume discount. The result was an estimated savings to the community of over $95,000. Therefore, the fence project was born.
Who is eligible?
All homeowners in good standing with the HOA who own fences that border HOA owned property.
Why did the greenbelt facing fences change in style?
After listening to the advice of all 4 bidding contractors the Fence Committee entertained the idea of changing the style of the fence. After examining the pluses and minuses it was determined that changing to a modern ranch rail design provided the community a stronger, easier to maintain and less expensive fence with only a minor change in appearance.

Can we have the fence company replace the fences between properties?
The board just approved an option for people who want to replace the 6’ fences
between their properties. If you don’t want to keep the current style you can switch
to a shadow box design (see photo on right). It looks the same on both sides
unlike the current fence which only looks good every other section. It also allows
you to use the metal fence posts if you choose. Note that this change only
applies to the fences BETWEEN properties and there is no HOA reimbursement.
Reimbursement Procedure.
Reimbursement will be completed within 30 days of you paying your invoice from Affordable Fence Company. As soon as your fence is complete please send an email to fence@southparkhoa.com and include your name, address and the fact that your fence has been completed. Affordable will email/fax a copy of your paid invoice to the fence committee for approval within 3 days. The committee will then send that approval to KC & Associates resulting in a check to you for 50% of the cost to replace your common area fence. Please note that welded wire DOES NOT qualify for the 50% reimbursement. If you repaired/replaced any of your common fences within the last 5 years and you followed ALL Architectural guidelines including requesting Architectural Control Committee permission prior to making the repair/replacement, you are eligible for 100% reimbursement from the HOA for Affordable Fence Company's charges to replace that same linear footage during the Spring 2012 fence project.
Why do I have to pay the full price and wait for a reimbursement?
Due to the fact that the HOA does not own the fences it is beyond its authority to enter into a contract with the vendor or make direct payments to the vendor on the homeowners’ behalf. Section II.D.2.b. of the Architectural Control Committee Guidelines binds the HOA to a procedure that reimburses homeowners the 50% only after the committee receives a copy of a paid invoice.
